The plant quarantine system adjusted itself to the changing conditions as it evolved but the recent changes which have rather been rapid, have highlighted the weakness of the system.The increasing use of small core germplasm, larger plant population/ha, increased pressure to obtain several crops/yr under assured irrigation and improved cultural methods, have greatly increased the possibility of extensive devastation due to exotic pests and pathogens, should they gain entry.
