The purposes of the study are to analyze the effects of Public Law (P.L.) 480 imports on the agricultural development of Brazil, Colombia, and Peru over the time period 1952-1975, to determine if these imports have been beneficial or detrimental, and to provide a basis with which to evaluate the effects for future food aid policy decisions. The study disaggregates the grains, incorporates their interrelationships in production and consumption, and specifically includes government policies. To do this, an econometric model was developed, and the results of the analysis indicate favourable (i.e., positive) effects on the net production and consumption of grains in Brazil and Colombia but varying effects on individual grains such as wheat. The motivating force for these effects was primarily the intervention of the government in grain marketing and the use of producer price support policy, while the interrelationships among the grains provided the dynamics for these effects
